Our Story: Millar & Hayes

Duncan Millar founded the immigration law practice in 2002. Our firm maintained offices in Bellingham and Seattle and soon opened another in Vancouver, B.C. Known for skilled legal knowledge and enthusiastic professionalism, the firm soon began specializing in waiver representation, business immigration, and complex family and non-immigrant visa cases of all types.

The Vancouver office moved to larger premises in Vancouver's Burnaby suburb in 2010. This time period saw an expansion in the number of associate lawyers and case managers working with our firm as business began to pick up.

The year 2012 saw increased collaboration with the Vancouver-based Canadian immigration law firm Larlee Rosenberg. In 2014, immigration lawyer Gabrielle D. Schneck joined the firm in the Seattle office.

In 2016 the firm consolidated its activities into two larger offices in premium locations: one in downtown Vancouver, B.C. and another in the Eastlake neighborhood of Seattle, overlooking Lake Union.

founder immigration attorney Duncan Millar

Duncan Millar

The founder of the firm, Duncan Millar practices primarily out of the Seattle and Vancouver, B.C. offices. Duncan is a U.S. immigration lawyer licensed in Washington state, and a B.C. Practitioner of Foreign Law (U.S. law). Duncan's practice focuses exclusively on immigration law and has enormous experience in all types of U.S. immigration cases, specializing in complex business and investor immigration matters.

Duncan graduated with the highest honors from California State University where he earned a Bachelor's degree in Philosophy. He then attended Seattle University School of Law and received the degree of Juris Doctor. Duncan is a member of the Washington State Bar Association and the American Immigration Lawyer's Association. Duncan is active in the British Columbia Pipers' Association as a certified adjudicator and competitor, and is a drummer with the Four-Time World Champion Simon Fraser University Pipe Band.

Andrew Hayes

Andrew Hayes is a U.S. immigration lawyer licensed to practice in the state of Washington and a B.C. Practitioner of Foreign Law (U.S. law). Andrew practices primarily out of the Vancouver office. Andrew exclusively practices U.S. immigration law, and he has extensive experience in all types of green card cases, business and family immigration, investment, and consular matters.

Andrew has been with the firm since 2004, after receiving a B.A. in English and a minor in Mathematics from the University of Rochester. Already highly skilled with immigration law matters from years as a paralegal, he graduated from Seattle University School of Law in May 2012 where he participated in mock trial, appellate, and international law contests.

Andrew enjoys playing music, reading, and learning things from unexpected places. When time allows, he can be found hiking in the Olympics, Cascades, or Manning Park.


Seattle immigration attorney Gabrielle Dalmasso Schneck

Gabrielle Dalmasso Schneck

Gabrielle Dalmasso Schneck joined the firm in 2014. Gabrielle is a U.S. immigration lawyer licensed to practice in the state of Washington and a B.C. Practitioner of Foreign Law (U.S. law). Gabrielle’s practice covers a range of family and business immigration, removal defense, and naturalization. She works primarily out of our Seattle office.

Gabrielle graduated cum laude from the Seattle University School of Law in May 2012, where she served on the Social Justice Coalition Steering Committee and as a Seattle Journal for Social Justice board editor. She also defended clients as a Rule 9 Licensed Legal Intern in Seattle Municipal’s Mental Health Court. Prior to law school, Gabrielle received her B.A. from McGill University in Montreal, Quebec. Gabrielle is a member of the Washington Chapter of the American Immigration Lawyers Association. She speaks Spanish and French.


JD Corina Covarrubias

Corina Covarrubias

Corina Covarrubias is a Rule 9 Licensed Legal Intern, licensed to practice in the state of Washington. She developed her passion for advocating for immigrant rights at a very young age. She has devoted approximately five (5) years of her legal experience to immigration, from working as a legal assistant at an immigration law firm right after college to attending law school. Corina is a graduate of Florida Coastal School of Law. Aside from her J.D. and immigration legal experience, Corina received an emphasis certificate in international law. Prior to law school, she received her B.A. from Washington State University in Pullman, WA where she majored in Comparative Ethnic Studies and minored in Political Science and Spanish. Corina has studied abroad in Guadalajara, Jalisco the summer of her junior year in college and in Clermont-Ferrand, France the summer of her first year in law school. Corina is fluent in Spanish. She enjoys traveling, the outdoors, reading, listening and dancing to music, and spending time with loved ones.

Cassandra Baker

Cassandra Baker is a case manager in our Seattle office. She has a BA in Spanish from Whitman College in Walla Walla, WA. Before joining our team, Cassandra lived in Mexico City for a year, working at a guesthouse that provides services to migrants and refugees. She is fluent in Spanish. In her spare time, Cassandra enjoys writing novels. She joined the firm in 2014.

Blair Cooper

Blair Cooper is a case manager for our Vancouver, B.C. office, and has been with the firm since 2008. Blair works primarily with family-based immigration cases. Originally from Manitoba, he is a graduate of the University of British Columbia Law School. Blair is known for his professionalism, calm demeanor, and subtle wit. He is also a member of the Simon Fraser University Pipe Band.

Rachel Parkinson

Rachel Parkinson is a case manager in our Vancouver, B.C. office. Rachel manages cases dealing with waivers of inadmissibility, NAFTA, and intra-company transfer visas.

Originally from New Zealand, Rachel graduated from Victoria University, New Zealand, with a PhD in Biological Sciences. She joined the firm in 2010.

Tano Martone

Tano Martone is a case manager in our Vancouver, B.C. office. Tano joined the firm in 2012. He manages cases dealing with business visas such as E and L visas, with tremendous attention to detail.

Tano is originally from Edinburgh, Scotland and graduated with a BA(HONS) from the Royal Scottish Academy of Music and Drama where he studied Scottish music. He now resides in Vancouver, B.C. with his wife and is also a member of the SFU pipe band.

Kyle Wallis

Kyle Wallis joined the firm in 2014. Kyle is a case manager who primarily works with business immigration cases. He is a graduate of Simon Fraser University with a bachelor’s degree (double minor) in English and Cognitive Science. Kyle is also a member of the SFU pipe band.


Chief Operations Officer Ron Reed

Ron Reed

Ron Reed is our chief operations officer. He joined the firm in 2007. Ron provides technical (IT) support, web design and marketing, bookkeeping and business administration. He has a degree in Philosophy from the University of Maryland and a degree in Anthropology from the University of Washington. In his free time, he enjoys playing music with his wife, riding his bicycle, and is also enthusiastic about paleoanthropology and graphic design.
